Hello to all MA, I have a question, how can i change the forum icon legend or read unread and lock icon using free image hosting?. because my forum is in free hosting.

Right click the image > Copy IMG URL
It will probably be http://yourdomain.com/FORUMDIR/images/on.gif, off.gif, and offloc.gif

Replace those with your own images.

i have no permission in image directory, how can i change it by editing in templates?

That can't be done, you'll need FTP access.

Instead of using pre-made free hosting.

Find a free domain (just google lots of them).
Find a free host (google, again lot's of them).
Finally install mybb and you have the full control.
